Policy logic and adaptation for the Healthy China Action: Based on the Objective-Tool Theoretical Framework (2019-2023)

    Abstract: As a huge set of policies, the Healthy China Action needs multi-dimensional, multi-level and diversified policy tools. Existing studies focus on the implementation path and policy effect of the Healthy China Action, and the analysis of the suitability of the goals of the Healthy China action and policy tools needs to be improved. Using the framework of goal-tool analysis, this paper systematically analyzes the Annual Work Points of Healthy China Action issued by the government from 2019 to 2023. It is found that in recent years, the policy tool selection and application logic of Healthy China Action, as well as its coupling and adaptation to practical objectives, have the following characteristics: (1) Constituent policy is the basis of policy tools, with a high proportion of selection; (2) Distributive policy and Regulative policy, as common matching tools, can achieve the dual task goal of guiding and regulating the Healthy China Action; (3) The utilization rate of redistributive policy is relatively low. The future Healthy China action needs to further focus on the compatibility of policy tools and action goals, strengthen the integration and linkage of multiple policy tools, dynamically optimize the matching order of tools, and pay attention to the coordination of substantive tools and procedural tools.
