Policy translation of health policy and systems research in China

  Abstract: Objective: To describe the policy translation of health policy and systems research in China and analyze the main factors affecting the policy translation. Methods: This study evaluated the translation of Chinas health policy and systems research from four dimensions, including environmental factors, researcher-side factors, policy translation process factors and policymaker-side factors, using the indicators related to policy translation in the questionnaire and the key informant interview. Results: 65.79% of research institutions thought that Chinas evidence-based decision-making culture had improved, and the demand for health policy and systems research had increased during 2015 to 2017. More than half of researchers thought that the funding for related research had improved during that time. In 2017, research institutions produced an average of 10.84 English articles, 52.79 Chinese articles, 11.39 research reports and 14.39 conference papers, while the average number of policy briefs was only 4.53 per institution. The health agency was the main audience of research. Lacking effective communication between research institutions and policymakers and feasibility of policy recommendations were rated highest on factors that hindered policy translation. Conclusion: On the whole, policy translation of health policy and systems research in China has been improved, but the incomplete evidence-based decision-making process, insufficient communication channels, inappropriate results dissemination and limited research capacity are still the key obstacles in the policy translation process.
