Analysis of medical and preventive integration policy in China: policy evolution and policy tool application

    Abstract: Objective: To review the evolution of the medical and preventive integration policy in China and explore its structural features, so as to provide reference for improving the policy system. Methods: Word frequency analysis was used to analyze the key contents of medical and prevention integration policy; based on the perspective of policy instruments, a two-dimensional framework of policy tools—service providers was constructed to analyze the characteristics of medical and prevention integration policies. Results: The term integration of medicine and prevention evolved from combination of prevention and cure and coordination of medical and preventive, in this process, the policies showed a trend of enriching the content, expanding the scope, completing the system and tightening the relationship between medical and prevention. In the X dimension,supply-based,environmental and demand-based policy tools respectively accounted for 30.37%, 57.78% and 11.85% of the total;In the Y dimension, primary health care institutions, medical consortia, hospitals, and professional public health institutions respectively accounted for 50.00%, 30.23%, 10.47%, and 9.30%. Conclusions: The medical and preventive integration lacks top-level design;the structure of policy tools is unbalanced, emphasizing environment over demand; at the level of service providers, attention was paid to primary medical and health care institution, but the use of policy tools is not sufficient.
