Policy Analysis of Chinese Medicine Industrialization Based on Policy Tools

    Abstract: Objective: The high-quality development of TCM industry depends on the favorable promotion of national policies. This paper quantifies the current structure of the national traditional Chinese medicine industrial policy tools, analyzes and evaluates the development predicament of Chinese traditional Chinese medicine industry, and provides reference for the subsequent policy optimization and adjustment. Method: The content analysis method was used to encode and analyze 17 TCM industry-related policy documents released by the central government during 2016-2022, and to construct a two-dimensional framework of TCM industrial policy analysis from two dimensions of basic policy tools and TCM industrial value chain. Results: In the dimension of basic policy tools, demand-oriented policy tools limit the development space of industrial diversification, supply-oriented policy internal sub-tools are unbalanced, environment-oriented policy tools still need to be optimized, and the use of policy tools is unbalanced in the dimension of industrial value chain. Conclusions: It is suggested to optimize the use structure of policy tools in the industrial value chain, build a coordinated and unified policy system with TCM specificity, promote the dynamic combination of policy tools in the industrial value chain, and improve the ability of policy implementation, evaluation and effectiveness.
