Quantitative research of vaccine management policy in China - Text analysis based on policy instruments, policy subjects and policy points

  Abstract: Objective: To analyze the text of Chinese vaccine management policy, discuss the emphasis and deficiency of current policy in order to provide suggestions for the benign development of Chinese vaccine field.. Methods: The national vaccine management texts published after 2016 were retrieved, and the three-dimensional framework of policy instruments, policy subjects and policy points was established. The content analysis method was used to carry out the research. Results: A total of 17 policy texts were included in this paper, and 21 policy tools in 4 categories showed a differentiated using pattern of command and regulatory tools dominated(74.90%), capacity constructive tool support (16.73%), incentive and information and exhorting tools lacking (8.37%). Drug regulatory departments(21.51%), vaccine manufacturers (17.13%))and health administrative departments (9.95%) played more important roles, while the policy focus was on vaccine use (31.87%), vaccine circulation (20.32%) and vaccine production (19.92%). Conclusion: It is suggested to strengthen the use of incentive, information tools to improve the internal balance and complimentary of policy tools. Deepen the participation degree of all subjects, focusing on enhancing the depth of participation and co-construction ability of the public and industry associations; We should strengthen the close connection among all the sites, pay close attention to the implementation and improvement of traceability and monitoring links, promote the multi-dimensional coupling of policy instruments,policy subjects and policy sites, and further build a scientific, efficient and perfect vaccine management.
