Evaluation of the policy environment for the development of health care big data in China based on the PMC index model

    Abstract: Objective:To analyze the policy environment for the development of health care big data, provide theoretical basis for decision-making and improvement of health industry, and put forward direction guidance for the high-quality development of health care big data industry in China. Methods:Policies related to health care big data issued at the national level in China were selected as the research objects, and the high-frequency words in these policy texts were selected by text mining. Based on the results of expert interviews, the PMC index model was constructed to quantitatively evaluate the relevant policies of health care big data in China. Results:The results of PMC index model showed that the average PMC index of 9 representative health care big data policies in China was 4.72, of which 2 policies performed well, 7 policies passed, and there was no outstanding and unqualified policy. The overall quality of health care big data policy at the national level is good, but there is still room for improvement. Conclusion:The big data management policy of health care in China is basically perfect, and the nature and function of the policy are relatively clear. A series of recommendations were put forward focused on the analysis of policy content, incentive and restraint, and life cycle.
