Policy evaluation of public hospital reform under the background of new medical reform

    Abstract: Objective: This paper quantitatively evaluates 39 public hospital reform policies issued at the national level since the new medical reform, and analyzes the quality of public hospital reform policies, so as to provide targeted research support and suggestions for policy optimization and policy innovation. Methods: With the help of PMC index model, this paper first constructed a policy evaluation system consisting of 9 first-level indicators and 35 second-level indicators, then measured the quality score of each policy text, and finally analyzed relevant policies from the holistic perspective and the specific perspective respectively. Results: The average score of the PMC index model of public hospital reform policy is 7.863. The percentages of policies of perfect grade, excellent grade, good grade and qualified grade are 12.82%, 41.03%, 33.33% and 12.82% respectively. Meanwhile, there were no policy texts with poor quality grades in the policy evaluation process. Conclusions: Overall, the quality of public hospital reform policies is good, but some policies have shortcomings in some indicator scores. In the next step, it is necessary to enhance the quality of policies by strengthening the norms of policy design and improving policy guarantee measures, and finally realize the effective implementation of public hospital reform policies.
