Research on political Incentive Mechanism of Presidents of Public hospitals in China--Empirical evidence of the economic performance of hospitals from Fudan hospital ranking and the positions change of hospital presidents

    Abstract: Based on the 2009-2015 position change data of 152 presidents of large public hospitals in China, this is the first study to analyze the association of hospital economic performance, and presidents personal characteristics, and hospital presidents position change, which provided evidences for political incentive of hospital presidents. This study found that :(1) the well hospital economic performance positively associated with maintaining the current position and increasement the probability of promotion. (2) The increase of hospital medical income will reduce the probability of presidents resignation and increase the probability of promotion. Particularly, the average income growth during the tenure has a larger impact on the change of president position. (3) Presidents with experience of working in superior departments had a higher probability of promotion. (4) The political incentive of presidents of public hospitals was slightly different from that of government officials and executives of state-owned enterprises, since they mainly motivated by job promotion. However, the improvement of hospital performance has a lager effect on extending the tenure of presidents and reducing the probability of resignation, but has a relatively smaller effect on promotion.
