Study on the construction and application of evaluation index system of medical insurance service quality based on DIP with Delphi method and AHP

    Abstract: Objective: This study was designed to construct a evaluation index system of DIP-based medical insurance service quality from the perspective of medical institutions, which can provide a tool and a scientific basis for monitoring medical insurance service quality of medical institutions. Methods: Evaluation indexes was screened based on the research framework. Delphi method was used to establish a evaluation index system, including core indexes and monitoring indexes. AHP was used to determine the weights of core indexes. Results: In this study, the DIP-based medical insurance service quality evaluation index system, including 3 primary indexes, 9 secondary indexes and 37 third indexes, was established, which included 21 core indexes and 16 monitoring indexes. Experts positive coefficient, authority and opinions were well coordinated. Conclusion: The index system has been preliminarily established, and the indexes are scientific and rational. The evaluation index system is applied to DIP pilot areas, and the source and application way of index data are clarified, which lays a foundation for the promotion of the index system.
