Research on Infertility Health Expenditure Financing Policy under the Background of Active Fertility Support: Based on international comparison

    Abstract: Fertility support system is an important strategic measure to promote the long-term balanced development of population in China. International experience indicates that providing economic support for infertility patients is an effective measure to improve fertility level. Based on the conceptual framework of Universal Health Coverage (UHC), the policy text analysis and international comparative research were conducted to compare the differences and effects of infertility health insurance policies across 12 countries. The policy comparative was conducted from three dimensions: population coverage, service coverage, and cost coverage. Several policy implicates could be obtained from international experience: to achieve the population development goals, the government should implemented active fertility support policies, such as: (1) constructing holistic framework of infertility health insurance policy, establishing diversified multi-level security system, (2) clarifying coverage criteria, (3) drafting and dynamically rectifying coverage list in China, (4) making the appropriate reimbursement level considering factors such as policy objectives, the ability of affordability and patient demand. In all words, multiple cooperation and active economic support for infertility patients should be provide to realize moderate fertility level.
