Abstract: Objective: To analyse the impact of financial planning on the demand and utilization of community-based care services for the urban elderly from the perspective of old-age as a motivation, which is important for achieving a secure old-age life for the elderly. Methods: Using data from the China Longitudinal Aging Social Survey (CLASS) 2018, the impact of financial planning on the demand and utilization of community-based care services for urban older people was analysed through the Probit model and the propensity scale matching model (PSM). Results: the demand for and utilization of community-based care services among urban elderly people in China are low; the financial planning has a significant squeezing effect on the utili中ation of community-based care services among urban elderly people and a significant boosting effect on demand; different elderly financial planning contents have different effects on the demand for and utilization of community-based care services among urban elderly people, with greater effects on cash and risk prevention types of planning; the squeezing effect of financial planning on the utilization of community-based care services among urban elderly people and the boosting effect on demand. The squeezing effect of financial planning on the use of community-based care services and the boosting effect on demand are stronger among the elderly with low education levels. Conclusion: The government should pay attention to the mismatch between supply and demand of community-based care resources, improve the quality and efficiency of community-based care services, pay attention to the demand characteristics of the elderly, provide elderly care services that are equal to the needs of the elderly and pay attention to the risk prevention needs of the elderly.
