Analysis of the Aging Policies in the Outlines of Health Planning about 23 Provinces——A Qualitative Research from the Perspective of Healthy Aging by Nvivo12

    Abstract: Objective Under the guideline of the “Healthy Aging” strategy, this paper analyzes the political texts related to the elderly in the Outline of Health Planning about 23 provinces, clarifies the main points and discovers the blind aspects of the policies so as to provide scientific opinions and suggestions for the following formulation of healthy policies about aging. Methods The word frequency analysis, coding analysis and cluster analysis of Nvivo12 were altogether used to study the aging-related policies in 23 Outlines of Health Planing. Among them, the function of word frequency analysis was used to establish the framework of this research, the function of coding analysis was used to interpret policy content structure, and the function of cluster analysis was used to identify policy blind spots. Results In general, all provinces have paid much attention to the aging health in their Outlines of Health Planning, and some provinces have even innovated in the healthy policies about aging. However, on the whole, the provinces do not concern on the health of the empty nest (left behind) elderly, the construction of aging environment, and have not given full play to the advantages of the lower-aged elderly group yet. Conclusion In the future work, all provinces are supposed to pay attention actively to the health problems of empty nest (left behind) elderly, build age-appropriate environments according to different and various local conditions, and focus on the merits and initiatives of the lower-aging elderly group.
