Abstract: Objective:To establish an evaluation index system for “Belt and Road” maternal and child health training in developing countries,so as to understand the training effect,to collect feedbacks on training activities and provide suggestions on improving training quality. Methods:The evaluation framework was designed based on CIPP evaluation model, literatures and expert interviews. Two rounds of the Delphi expert consultation were carried out to establish index system. Results:The index system included 4 primary indicators,16 secondary indicators and 53 tertiary indicators. The active coefficient of the two rounds of Delphi expert consultation was 100%, the authority coefficient was 0.91, and the coordination coefficient was from 0.207 to 0.262. Conclusion:The index system established in this research meets the needs of the construction of maternal and child health foreign aid projects in China. It can provide informative feedbacks for evaluating “Belt and Road”maternal and child health training hub project from trainees’ perspective.
