Public Partnerships of the Global Fund to fight AIDS, tuberculosis and malaria and the implications for China

• 摘要：抗击艾滋病、结核病和疟疾的全球基金是一个旨在通过公私合作伙伴关系,加速终结艾滋病、结核病和疟疾等传染病流行的国际融资机构。全球基金成立20年以来,为艾滋病、结核病和疟疾流行的控制做出了重要贡献,影响力日益扩大。本文详细介绍了全球基金的治理结构以及筹资与分配模式,比较分析了主要捐赠国家与全球基金的合作方式,以及中国与全球基金的关系,并为中国在全球基金等全球卫生多边平台的参与提出了相应的政策建议。

  Abstract: The Global Fund to Fight AIDS, Tuberculosis and Malaria is an international financing institution which aims at accelerating the end of the epidemic of infectious diseases such as AIDS, tuberculosis and malaria via public-private partnerships. Since its establishment 20 years ago, the Global Fund has made significant contributions to the control of AIDS, tuberculosis and malaria epidemics, and its influence in the field of global health has been growing overtime. This article first introduces the governance structure and financing model of the Global Fund in details and analyzes the cooperation modes between the Global Fund and major donors as well as China. Based on comparison of cooperation modes, the authors put forward corresponding policy suggestions for Chinas participation in global health multilateral organizations such as the Global Fund.
