Research on 28 pilot project of long-term care insurance in China -- based on content analysis

• 摘要：本文采用内容分析法，从政策出台部门、失能评估标准、筹资机制、护理服务方式和待遇支付5个方面，对我国28个长期护理保险试点城市“长护”政策进行比较。提出我国在建立长期护理保险制度的过程中应制定全国统一的失能评估标准，同时拓宽长期护理参保覆盖面，强调单位和个人的筹资责任，建立合理的长期护理待遇支付机制，以及开展长期护理保险失能失智预防工作。

  Abstract: By using the method of content analysis, this paper analyzes the policy issuing departments, disability assessment criteria, financing mechanism, the mode of care service and payment, then compares the policy design of long-term care insurance in 28 pilot areas in China from the above-mentioned 5 aspects. Through comparison and research, this paper believes that, in the process of establishing the long-term care insurance system in China, we(the government) should formulate a national unified disability assessment criteria, broaden the coverage of the long-term care insurance, emphasize the financing responsibility of institutions and individuals, and establish a reasonable payment mechanism of the long-term care treatment. In addition, it is necessary to carry out the prevention work of long-term care insurance for the people with disability and dementia.
