Analysis on the Regional Application and Development Policies of Healthcare Big Data Based on Policy Text Measurement

• 摘要：目的/意义 了解区域健康医疗大数据应用发展政策中的重点和区域特色。方法/过程运用Nvivo12软件对13项区域健康医疗大数据应用发展政策进行词频分析与文本编码处理，针对夯实健康医疗大数据应用基础、全面深化健康医疗大数据应用、规范和推动“互联网+健康医疗”服务和加强健康医疗大数据保障体系建设等任务，分析不同区域间在政策制定和实施过程中的共同点和特色之处。结果/结论区域政策大都以国家政策为参照，健康医疗大数据应用基础是基本任务，健康医疗大数据保障体系建设仍需加强，健康医疗大数据的应用与服务凸显区域特色。

  Abstract: Purpose/Significance To analyse the priorities and regional characteristics of regional healthcare big data policies. Methods/Process Using NVivo12 software to perform word frequency analysis and text encoding processing on 13 regional health and medical big data application development policies, aiming at consolidating the foundation of healthcare big data application, comprehensively deepening the application of healthcare big data, standardizing and promoting Internet + healthcare services and strengthening the healthcare big data support system. Commonalities and characteristics of different regions in the process of policy formulation and implementation was also analyzed. Results/Conclusions Regional policies are generally in accordance with national policies. The foundation of healthcare big data application is the basic task. The construction of healthcare big data support system still needs to be strengthened. The application and service of healthcare big data show regional characteristics.
