Discussion on Data Ownership Issues in Health Science Data

  Abstract: Purpose/Significance This study aims to explore the issue of scientific data ownership in the realm of health in China, so as to provide theoretical references for open sharing. Method/Process By exploring data rights based on data types, we preliminarily constructed a data rights system and proposed a data rights distribution model. Additionally, we examined the rights transfer process from the perspective of the data value chain. Result/Conclusion We established a rights system centered on data property rights, personal rights, and regulatory rights. We proposed an inherent rights + transferable rights data rights distribution model and implemented it within the data value chain.
