Abstract: Objective: This study aims to compare and analyze the differences in the response time, connection mode with the original policy, and specific multidimensional content of the “dual-channel” management policies of National Medical Insurance Negotiation Drugs (NMIND) across various provinces, in order to find some references for optimizing the policy design in the future. Method: We utilized time trend analysis to characterize each province’s response time to national policies and performed text analysis using content analysis methodology to conduct multidimensional comparisons of the “dual-channel” management policies implemented in each province. Result: The designs of “dual-channel” management policies of NMIND in various provinces exhibit noticeable obvious differences in certain aspects, such as policy germination and response time, the connection mode with the original policy, criteria for selecting medical institutions and pharmacies, reduction of restrictive factors, and level of reimbursement. Conclusion: In the future, certain provinces should focus on improving the design of their “dual-channel” management policies by optimizing policy convergence, clarifying selection criteria, reducing unfavorable factors, and narrowing reimbursement gaps. These measures will help to promote the supply level of NMIND.
