Analysis and Enlightenment of Economic Evaluation System of Vaccines for the Inclusion of National Immunization Programs in Canada

• 摘要：目的:为完善我国规划疫苗准入评估制度提供借鉴。方法:介绍加拿大规划疫苗准入评估的制度概况，深入分析其经济性评价的材料和流程，对比我国规划疫苗准入评估现状，提出政策建议。结果:加拿大规划疫苗准入评估具有明确的触发机制和评价框架，流程和相关工作主体的职责规定全面，对我国具有一定的参考价值。结论：建议我国建立健全规划疫苗评估的触发机制和价值框架，根据决策需求灵活选择评价维度；基于国情完善规划疫苗准入经济性评价的组织形式，细化经济性评价流程、工作内容和方法；制定并发布疫苗经济性评价的相关指南、模板和案例。

  Abstract: OBJECTIVE: To provide reference for the improvement of evaluation system of vaccines for the Inclusion of National Immunization Programs(NIP) in China. METHODS: To introduce the general situation of Canadas economic evaluation system of vaccines in NIP, analyze the materials and processes of economic evaluation, compare the current situation of China, and put forward policy recommendations. RESULTS: The evaluation of vaccines for the inclusion of NIP in Canada has a clear trigger mechanism and evaluation framework, and the procedures and responsibilities of relevant work subjects are comprehensive, which has certain reference value for China. CONCLUSION: It is suggested that China should establish and improve the trigger mechanism and value framework of vaccine in NIP, and flexibly select evaluation dimensions according to decision-making needs; Improve the organization of economic evaluation of candidate NIP vaccine based on national conditions, and refine the economic evaluation process, work content and methods ; Formulate and publish guidelines, templates and cases related to vaccine economic evaluation.
