The Collaborative Development of County Medical Communities and Health Insurance: Theoretical Reasons, Practical Dilemmas, and Optimization Strategies

Abstract: The collaborative development of county medical communities and health insurance is the key to deepening county-level medical reform in the context of building Healthy China. There is a lack of theoretical research on the collaborative development of this issue in existing literature. The article summarizes the theoretical reasons for the collaborative development of county medical communities and health insurance, and uses the collaborative governance theory to analyze the practical difficulties in the current conditions of its collaborative development, and then puts forward some corresponding suggestions. It suggests that the collaborative development of the county medical communities and health insurance is a theoretical requirement for collaborative governance to deal with complex public management issues, a theoretical sublimation of the San Yi Lian Dong reform practice, and an inherent requirement for building an integrated medical and health service system. However, there are still some problems in the collaboration, such as unclear development goals, lack of clear definition of meta governance subjects, insufficient participation of multi subjects, and the practice dilemma of fragmentation of collaborative measures. In the future, we need to take Healthy China as a long-term common goal, make the Party committee and the government as the meta subjects of starting collaborative governance, absorb multi subjects to participate in collaborative governance, and introduce the systematic collaborative governance measures.
