Definition of The Standard of Catastrophic Health Expenditure in China:Based on The Effect of Medical Expenditure on Household Basic Living Expenses

    Abstract: Objective: Based on the effect of medical expenditure on household basic living expenses, define the suitable standard of Catastrophic Health Expenditure in China. Methods: Using the unbalanced panel data from China Family Panel Studies(CFPS) 2012、2014、2016 and 2018, two-way fixed effect model and propensity score matching (PSM) method were used for analysis. Results: the intensity of medical expenditure is not a simple linear relationship with household basic living expenses,but Inverted U-shaped relationship.Heterogeneity analysis shows that the inverted U-shaped relationship between medical expenditure intensity and household basic living expenses is mainly manifested in rural households and middle-income households, while urban households, low-income households and high-income households are not obvious. The suitable standard of “catastrophic health expenditure” in China should be different from the standard proposed by WHO. Suggestions: The medical assistance policy for key objects should be continued to be implemented and the coverage should be expanded continuously.Taking catastrophic health expenditure as indicator to identify medical expenditure poverty and define its standard according to the national conditions of China.
