The historical approach, evolution logic and future prospect of Chinas Medical Security Supervision—— Based on the analysis of Historical Institutionalism

Abstract: A timely summary of the institutional changes of Chinas medical security supervision in the past 70 years can provide reference for the reform of medical security supervision in the era of universal medical security. Based on the analysis of the policy texts of Medical Security Supervision issued by the central ministries and commissions since the founding of the peoples Republic of China, the medical security supervision in China is divided into four stages: the decentralized and independent supervision period , the initial centralized supervision period of separation , the integrated exploration supervision period and the centralized multiple supervision period. This paper summarizes the characteristics of supervision in different stages from three levels of supervision subject, supervision content and supervision mode. On this basis, the historical institutionalism theory is used to examine the process of medical security regulatory change. It is found that the macro institutional change, the renewal of political variables and the transformation of government functions provide structural power for the change of medical security regulatory, and path dependence and key nodes play an important role in the historical dimension of medical security regulatory change. Chinas medical security supervision should improve the independence of regulatory agencies, cultivate the concept of risk supervision and service supervision, strengthen the collaborative supervision mechanism, and strive to build smart medical security supervision.
