Abstract: Objective: Analyze the advantages, disadvantages, opportunities and challenges of implementing volume-based procurement of high-value medical consumables, and discuss the feasibility, potential risks and solutions. Method: SWOT analysis based on the empirical data in Shanghai and interviews. Results: Advantages and opportunities involve a relatively complete procurement system, policy support and previous experience; disadvantages and threats involve limited functions of procurement system, difficulty in screening the product catalog, irregular clinical use, and hindered development of domestic enterprises. Conclusion: It is feasible for Shanghai to carry out volume procurement of high-value medical consumables but along with some potential risks. Therefore plans should be drawn up scientifically to ensure the effective implementation of volume-based procurement, while considering all sorts of stakeholders, and minimizing social turbulence.
