Analysis of Payment Policies for Traditional Chinese Medicine Services

• 摘要：目的 通过对当前中医药服务支付方式政策分析，为中医药诊疗手段适应现代医学发展和中医药服务支付方式改革提出合理建议。方法 本文采用内容分析法，利用“X-Y-Z”三维分析框架，编码和分析中医药服务支付方式政策文本中的具体政策条文，再通过ROSTCM6计量分析软件提取政策文本中的高频主题词与语义网络图。结果 研究发现，环境型政策工具运行最充足，其次是供给型政策工具，最后是需求型政策工具。完善中医药管理体制机制政策目标频数最高，为中医药服务支付方式改革点明了方向。结论 最后提出加强区别管理、完善配套政策及中医药管理体制机制、鼓励中医药特色治疗发展支付方式体系等建议。

  Abstract: Objective Through the policy analysis of the current traditional Chinese medicine(TCM) service payment methods, reasonable suggestions are put forward for the adaptation of TCM diagnosis and treatment methods to the development of modern medicine and the reform of TCM service payment methods. Methods This article uses the X-Y-Z three-dimensional analysis framework to encode and analyze specific policy provisions in the policy text of TCM service payment methods and extracts high-frequency Keywords and semantic network diagrams from the policy text through ROSTCM6 econometric analysis software. Results Research has found that environmental policy tools operate most effectively, followed by supply policy tools, and finally demand policy tools. The highest frequency of policy objectives for improving the management system and mechanism of traditional Chinese medicine has pointed out the direction for the reform of payment methods for TCM services. Conclusion Finally, suggestions were put forward to strengthen differentiated management, improve supporting policies and mechanisms for traditional Chinese medicine management, and encourage the development of a payment system for TCM characteristic treatments.
