How can Collaborative Governance Improve the Participation Rate of Huimin Insurance——A Fuzzy Set Qualitative Comparative Analysis Based on 50 Cases

• 摘要：在完善多层次医疗保障体系和加快构建“健康中国”的大背景下,惠民保作为一款普惠型商业健康保险,兼具政策性与市场性,无疑是推动社商融合发展的利器。各地惠民保产品已进行了众多有益探索,部分地区形成了“政府部门+保险公司+三方平台”的铁三角模式。但与此同时,各地惠民保产品发展也呈现出不均衡之势,参保率水平大相径庭。基于此,本研究以2022年上线的50个市级统筹的惠民保产品为研究对象,从协同治理理论出发,构建“协同主体-协同客体-协同环境”的协同系统框架,提取经济发展水平、居民保险意识、政府支持程度、互联网平台参与、产品价格水平和产品保障水平六个变量,通过QCA分析方法对惠民保产品参保率水平的影响因素及组态路径进行实证分析,以期探寻惠民保实现高参保率和可持续发展的关键路径。实证研究分析发现,政府支持是惠民保高参保率的必要性条件。最终经过条件组态分析可以发现存在政府支持-产品驱动型、政府支持-环境驱动型和综合联动-协同系统型三条路径可以提升惠民保产品的参保率。该研究结论可为各地惠民保产品提升参保率提供对策建议。

  Abstract: Against the backdrop of improving the multi-level health security system and accelerating the construction of a Health China, Huimin Insurance, as an inclusive commercial health insurance, has both policy and market characteristics, and is undoubtedly a powerful tool for promoting the integration of social and commercial development. Indeed, many explorations have been conducted on various Huimin insurance products, and some regions have formed an iron triangle model of Government+Insurance companies+Third-party platforms. However, at the same time, the development of Huimin insurance in various regions also shows an uneven trend, with vastly different levels of participation rates. This study takes 50 municipal level Huimin insurance products launched in 2022 as the study object. Based on the theory of collaborative governance, a collaborative system framework of Collaborative subject- Collaborative object-Collaborative environment is constructed, extracting six variables: economic development level, residents insurance awareness, government support level, internet platform participation, product price level, and product benefit level. Through the QCA analysis method, this paper empirically analyzes the influencing factors and configuration paths of Huimin insurance participation rate, in order to explore the critical path for Huimin insurance to achieve high participation rate and sustainable development. We find that government support is a necessary condition for a high participation rate. Finally, through conditional configuration analysis, it can be found that there are three paths: Government support- Product driven, Government support-Environment driven, and Comprehensive linkage- Collaborative system that can improve the participation rate of Huimin insurance. Our findings can provide countermeasures and suggestions for improving the participation rate of Huimin insurance.
