• 摘要：本文讨论了新冠疫情防控下隐私权的特征,梳理了典型案例,介绍了域外疫情防控下的相应措施。针对公众知情权与隐私权保护的冲突、隐私权保护与数字技术的运用的冲突,提出了明确知情权与隐私权保护界限、明确隐私信息收集与公开的边界、加强隐私信息披露的监管及执法力度和完善权利救济体系等应对之策。

  Abstract: This paper discusses the characteristics of privacy under COVID-19s prevention and control, combing the typical cases, and introducing the corresponding measures under the prevention and control of outbreaks. In view of the conflict between the publics right to know and the protection of privacy, and the conflict between the protection of privacy and the application of digital technology, this paper puts forward some countermeasures, such as clarifying the boundary between the protection of the right to know and the protection of privacy, clarifying the boundary between the collection and disclosure of privacy information, strengthening the supervision and law enforcement of privacy information disclosure, and improving the right relief system.
