Exploration and Mechanism of Action Study on the Application of Temporary Party Branches in Responding to Public Health Emergencies: A Case Study of Epidemic Prevention and Control in the Beijing Winter Olympics Village Quarantine Zone

• 摘要：近年来，以传染性疾病为代表的社会突发公共卫生事件频发，给社会各界造成了难以估量的损失，如何提高社会突发公共卫生事件的处置保障能力成为全社会亟以解决的问题。临时党支部作为党的“政治在场”的表现形式，能够迅速组建，快速响应，有效集中资源和力量，为应对社会突发公共卫生事件提供了强有力的政治和组织保障。本研究以北京冬奥村隔离区疫情防控为例，通过系统分析该临时党支部的设立背景、工作目标、组织构架及运行方式，探索其作用发挥机制，以期丰富和完善党组织理论在特殊情况下应用的科学内涵，为党的基层组织应急管理能力提升提供理论支持和实践借鉴。

  Abstract: In recent years, the frequent occurrence of sudden public health emergencies, epitomized by infectious diseases, has caused immeasurable losses to all sectors of society. The issue of how to enhance the capability to handle sudden public health emergencies has become a pressing problem for the entire society to solve. Temporary Party branches, as a manifestation of the Partys political presence, can be quickly established and respond swiftly, effectively concentrating resources and strength, providing strong political and organizational support for responding to sudden public health emergencies. This study takes the epidemic prevention and control in the Beijing Winter Olympics Village quarantine area as an example, systematically analyzes the background, work objectives, organizational structure, and operation mode of the temporary Party branch, and explores its mechanism of action. It aims to enrich and perfect the scientific connotation of Party organization theory in special circumstances, providing theoretical support and practical reference for the improvement of emergency management capabilities of the Partys grassroots organizations.
