Research on the Guidelines for Data classification of Health and Medical Science Data From the perspective of data security

• 摘要：在我国大力构建数据安全与个人信息保护体系的总体趋势下,完善健康医疗科学数据分级保护,不仅是数据使用管理和安全防护的基础和核心,也是促进数据安全共享、充分利用、提升数据资源价值的前提条件。然而,我国健康医疗科学数据分级分类保护的工作和研究还处于探索阶段,并没有出台具有可操作性的健康医疗科学数据分级指南或标准。本研究从数据安全的角度,基于健康医疗科学数据安全相关法律法规或政策要求,研究健康医疗科学数据分级指南,提出健康医疗科学数据分级的原则、规则、实施等指南内容,以期为政府相关部门、科研机构和科研人员开展健康医疗科学数据安全管理提供依据和理论支撑。

  Abstract: Under the general trend of vigorously constructing the data security and personal information protection system in China, improving the data classification of health and medical science data was not only the foundation and core of data use management and safety protection, but also the prerequisite for promoting safe data sharing, full utilization and enhancing the value of data resources. However, the research on the data classfication of health and medical science data in China remains under explored, and there is no enforceable guidelines or standard speification related to this.Therefore, we conduct a research based on relevant laws and regulations of health and medical science data to explore the guidelines for data classification of health and medical science data from the perspective of data security and propose the principles, rules and implementation of the guidelines for data classification of health and medical science data, with the aim to provide theoretical support of conducting data safety management in health and medical industry for levant government departments, scientific research institutions and researchers.
